Tintin: "Doctor Who" comic-strip in-joke

The new issue of Doctor Who Magazine (Nº452) has a Tintin-themed in-joke in the comic strip (The Broken Man, Part 2).

The Eleventh Doctor and Amy have to gain entry to a building where Rory is being held captive; to do so The Doctor presents his psychic paper to the sentry on duty, and announces that he is "Ambassador Ottokar of Syldavia"...
