I believe that Snowy is male.
In Japanese, the spoken language differentiates between male and female. Of course, Snowy talks like a male.

How about Thai, or other gender-sensitive languages?

I would appreciate someone who has read the books in French informing us whether he is called il or elle in the orginal texts.

It's a male dog. For example, in Red Rackham's Treasure when the chef on the ship is complaining about some biscuits being stolen (page 14), Tintin says: "Milou! Où est-il, le misérable?"

According to the characters in the Tintin universe, Snowy definitely is a male. But these books are such that everyone recognises with the characters differently and if someone is content thinking that Snowy is a female, there is nothing wrong in that. Personally, I feel that the fox terrier's gender is immaterial since Snowy will always remain Snowy, whether male or female and one would fall in love with the fox terrier irrespective of his (or her) gender.

Snowy is a boy, no "if"s or "but"s about it.
I know his French name is Milou because Hergé named him after his first girlfriend, but Snowy is a boy. All the characters call him a he.
