Senhor Oliviera da Figueira, first seen in Cigars of the Pharaoh and later in Land of Black Gold and Red Sea Sharks.

I'm pretty sure I've got them all here.

The only characters that we can say with certainty that they are Portuguese are:

Representative of the DIARIO DE LISBOA (of Lisbon; Tintin in the Congo)
Senhor Oliveira da Figueira (from Lisbon; Cigars of the Pharaoh, Land of Black Gold, and The Red Sea Sharks)
Senhor Pedro Joas Dos Santos (of Coimbra; The Shooting Star)

I hope I didn't leave anyone out ... *fingers crossed*

labrador road 26, your answer is correct although incomplete since I'm looking for more than one character.

In The Shooting Star the name Joãs can be a mistake. I think that João should be the correct portuguese name.
