Maybe it's Raymond Leblanc, and HergÃ© hoped that he would win an academy award for the Tintin-films.

In all the pictures of Leblanc he is always without glasses. I don't believe that the man near tintin is Leblanc

I can certainly see the likeness,labrador road 26, and I wonder if I haven't actually seen another drawing showing Goossens drawn in the same way?

According to this article, Goossens won an award for Asterix the Gaul, but it doesn't say if it was an Oscar.
