Tintin in America: What were the other people in Tintin's cell in for?

On Page 48 where Tintin gets arrested for knocking the officer (accidentally) on the head, he gets put into a cell with three other men. The first is a well-dressed looking man, who I presume was brought in for public drunkenness, and the second is a very ragged man, who I think must be a hobo. he probably was arrested either for sleeping on a park bench, disregarding a sign that said "Keep off the Grass" or stealing something. The third looks like a gangster, and in fact he looks just like one of the Karaboudjan's crewmen in The Crab with the Golden Claws, so it's not hard to imagine what he was brought in for. What does everyone else think that these mugs had done?

Perhaps. Maybe that's just the "Knocked officers on the head" cell.
