Hi, and welcome! What you have is an issue of
Tintin magazine, otherwise known as the
Journal de Tintin, which was a weekly comic for children in Belgium and France, which started after the war ("Chaque Jeudi" isn't part of the title, it is simply the French for "every Thursday", the day on which it was published).
You will find it mentioned in threads throughout the site if you search, but a good place to start is the fairly comprehensive potted history which Richard made
here.
The magazine is an always popular collectible, but not hugely rare as it was also very popular back in its day, and seems (like
National Geographic magazine) to be one of those things that, if you bought it, you kept it and looked after it, so a lot survive.
However, yours is a particularly early issue, and does contain Tintin (not every issue does) which is a real plus, although a cover by Hergé would have made it even more collectible.
Not certain about the "story" about Haddock in it; not heard of that. Are you sure it's a story, and not an article about something else?
The magazine was high on educational intent, so a large part of it was usually given over to features on science, nature, history, technology and other improving stuff, but these were often given illustrations showing Hergé's characters, as if they were telling you the information.
Captain Haddock was "introduced" by Tintin in the first issue along with "Major Wings", the pilot from
The Shooting Star, as being the sources of histories of sailing and flight, which would alternate week by week; my guess would be that you have picked up one of the Captain's weeks to talk about boats!
