Poster: What is "Tintin au Vietnam Hoang sa"? [Closed]

Hi!

So I've found a Tintin poster that says Tintin au Vietnam Hoang said, and I was just wondering where the heck it came from?
I've seen a few other Tintin in Vietnam posters online but I can't seem to find anything about the one I've got.
I'm thinking it's a souvenir of some kind but I have no idea and it's driving me crazy! Can someone help me?
