Just out of interest, I was doing a little digging into this, and the programme concerned was called
30 millions d'amis (
30 Million Friends), and the specific episode was broadcast on the 29th of July, 1978.
The show was devoted to pets (the thirty million friends of the title), and to lesser extent wildlife, and ran for forty years on various channels, and spawned a magazine and a foundation.
Even better, the ever wonderful INA (L'Institut national de l'audiovisuel - a French national video archive)
has the segment free to watch on their site - the actual discussion of Snowy's breed is approximately half-way through.

One dog was a Wire Fox terrier, the other a black Scottish terrier.
Ric et Rac were two canine characters created by the artist Pol Rab, and Ric was the Fox terrier, and Rac the Scottish terrier; they seem to have been quite popular, as a lot of merchandise seems to have been created around them, including books, stationery, ornaments, badges and even car mascots, and between 1929 and 1944 they had a comic magazine in their name in the manner of the
Tintin magazine - the magazine seems to be best remembered now (from my cursory researches) for having published a series of French translations of Arthur Conan-Doyle stories.
Pol Rab was the pseudonym of Paris-born Paul Abraham (1898-1933), who worked as a cartoonist and illustrator for many publications, as well as producing advertising posters for thatres, and is associated with the
art-deco style.
