The Blue Lotus: First appearance of Bunji Kuraki?

I re-read The Blue Lotus today, and noticed the Bunji Kuraki (from The Crab with the Golden Claws story) like figure appeared in the last frame of the ending of the story.

He is in the right side of the last frame wearing a blue long jacket and a hat.

Can this be Bunji? Any thoughts?

Well, it is possible since both Cigars of the Pharaoh/Blue Lotus and Crab with the Golden Claws depicted drug smugglers and Bunji was one of the policemen chasing them. We also know that Japan (in Crab with the Golden Claws Bunji says he is based in Yokohama) had a strong presence in China at the time.
